China is intensifying efforts to promote balanced import-export growth and implement strategies aimed at boosting high-quality imports, officials and experts said, signaling the country’s commitment to sustainable economic development and global trade stability.
At a news conference on Thursday, Ministry of Commerce spokesman He Yadong noted that uncertainties and instabilities in the global economic landscape have risen, with industrial and supply chains undergoing significant transformation—a challenge faced by nations worldwide, including China.
“China will promote balanced import-export growth by effectively implementing initiatives such as ‘Export to China,’” He said.
“Export to China” Campaign to Support Developing Countries
Earlier this week, Commerce Minister Wang Wentao emphasized the role of the “Export to China” campaign in facilitating exports of quality goods and services, particularly from developing countries. In discussions with Rebeca Grynspan, Secretary-General of the United Nations Conference on Trade and Development (UNCTAD), Wang highlighted that the campaign aligns with China’s goals under the 15th Five-Year Plan (2026–2030), which reinforces China’s commitment to multilateral trade, shared development, and an open global economy.
China is encouraging UNCTAD’s support to help Global South countries enhance trade capacities and benefit from access to China’s vast market.
“China firmly supports multilateralism and the UN-centered international system and is ready to work with UNCTAD and other partners to maintain a fair, open, and inclusive global economic order,” Wang added.
Zero-Tariff Policy for Least-Developed Countries Shows Impact
Grynspan praised China’s zero tariff treatment on 100 percent of tariff lines for least-developed countries (LDCs) with diplomatic ties to China, particularly in Africa. Since the policy took effect on December 1, 2024, imports from these LDCs have totaled over 55 billion yuan ($7.8 billion), according to the General Administration of Customs.
Grynspan also expressed willingness to deepen cooperation with China in areas such as green minerals, trade in services, and capacity building initiatives, supporting developing nations in implementing the 2030 Agenda for Sustainable Development.
China’s Growing Role in Global Economic Growth
Zhang Xiangchen, Deputy Director-General of the World Trade Organization, told China Daily that China currently contributes roughly 30 percent of global economic growth. With continued technological advancement and deeper international cooperation, China’s contribution to worldwide growth is expected to rise further.
Hainan Free Trade Port: A Strategic Move for Openness
In a recent step to further open its economy, China announced that Hainan Free Trade Port (FTP) will implement special Customs operations starting December 18, 2025. These measures will expand the proportion of zero-tariff products in Hainan FTP from 21 percent to 74 percent, while opening local tourism, modern services, and high-tech industries to global investors.
Ministry spokesman He noted that the initiative provides an opportunity to advance institutional openness and align Hainan FTP with international trade rules. Efforts will focus on expanding market access, particularly in services, and refining the negative list management system for cross-border trade.
Zhou Mi, senior researcher at the Chinese Academy of International Trade and Economic Cooperation, said:
“Greater openness and clear policies on tariffs, market access, and tax incentives strengthen Hainan FTP’s appeal as both an investment destination and a strategic gateway into the broader Chinese market.”
